Reentry, rehab, MAT, and outreach programs documented across the 12 focus counties. Each program belongs to one of four types: reentry (post-incarceration linkage), rehab (residential or outpatient), MAT (medication-assisted treatment), and outreach (community-level prevention).
Statewide programs
HIRE — Hoosier Initiative for Re-Entry
Job-placement program. State-funded.
As reported for 2024: 594 partner employers · $15.84 avg wage · 15,000+ lifetime placements · 14% recidivism among completers.
IRACS — Integrated Reentry & Correctional Support
State-funded via Indiana DMHA. Active since ~2022.
Down from 26% pre-program. 7th consecutive perfect inspection as of March 2026. Peer recovery coaches on-site; post-release navigator continuity.
Goodwill New Beginnings + Rural Works
Justice-involved Career Day model + rural workforce reintegration.
Bus-route requirement is a gatekeeper for participation; coverage in southern Indiana is partial.
Anchor county models
Jackson County — Triple Stack
The model SIJ uses as its outcome anchor. SOAR (benefits linkage) + Moral Reconation Therapy + Catholic Charities case management.
Scott County — IRACS

SSP — Scott County Syringe Services
Authorized after the 2015 HIV outbreak in Austin, IN. Continues to anchor the IDOH SSP roster as one of the longest-running programs in the state.
